Online Enrollment Assistance

Open Enrollment Process

You must complete the Open Enrollment Process if you are:

  • Changing your benefits enrollment options (i.e., plans, coverage levels, beneficiaries)
  • Enrolling or continuing participation in a FSA (health or child care) for the upcoming year
  • Covering a spouse, domestic partner or dependent children on your insurance plans, even if they are currently covered under the plan. In accordance with new federal requirements from the Centers for Medicare and Medicaid, you MUST provide the social security numbers of your covered spouse or domestic partner and any dependent children.
  • Moving from the Select Benefits Plan (Ben Pay) to the CSU Benefits Plan (Cost Share) program ("grandfathered" employees only).
    Note: To initiate this change, complete the Elect to Move from Ben Pay to Cost Share Form and submit it to the Benefits Office. You will be notified when you may make your benefit elections under Cost Share via the Online Benefits Enrollment System.
  • Changing the vendor receiving your DCP retirement plan contributions for the upcoming calendar year (DCP participants only)

Non-Benefit Eligible Faculty and Staff Participating in the DCP Retirement Plan

Please review the enhancements to the University’s DCP Retirement Plan. You must complete the Open Enrollment process to change the vendor receiving your contributions for the upcoming calendar year.

All University Employees

We are enhancing the University’s 403(b) Plan, which is a voluntary tax deferred investment plan available to all employees. In addition, Roth Accounts will be available in January 2010, or shortly thereafter.

Online Benefits Enrollment System

Open Enrollment benefit elections will be conducted online through the Human Resources application via the Campus Administrative Portal (CAP) which provides a secure log-in for users of the Online Benefits System.

  • When using a computer on campus which has a wired connection to the internet, you may log in to CAP directly.
  • Using an off-campus computer, you must first connect to the CSU network in one of the following ways.
    • Sign in to the SSL VPN (minimal one-time installation required)
    • Sign in to the Cisco VPN (an option for users who already have this software installed).

After signing into CAP, choose Human Resources on the right. Once you arrive at the "Oracle Applications Home Page", choose CSU Employee Self-Service, which is currently used to access your pay advice and other information. There will be a new menu option called CSU Benefits. Choose this link to verify your current benefit elections and to participate in the CY 2010 Open Enrollment process.

If the link is not available on Tuesday morning, please check back later. The Online Benefits Enrollment System is new. As with any system implementation, we may experience some technical difficulties this initial year and appreciate your patience as we work through unforeseen issues.
