Loans and Hardship Withdrawals - 403(b) Accounts

Fidelity; TIAA-CREF; VALIC

Accessing your 403(b) account(s) with one or more of the three authorized vendors listed above to secure a loan or a hardship withdrawal is accomplished via the “Retirement Manager” software. Utilization of this software ensures that the Internal Revenue Service (IRS) regulations relating to eligibility, limits and coordination among vendors are adhered to.

The first link below connects you to the Retirement Manager Guide which contains information on the Retirement Manager software and the procedures to follow for logging into the software and generating an “Eligibility Certificate” which you will provide to your vendor(s) to actually effect a loan or hardship withdrawal. The second link takes you directly to the Retirement Manager log-in screen.

Although Retirement Managers is developed and maintained by VALIC, all three vendors provide data on a regular basis to the system to ensure compliance with IRS regulations. While each vendor may request specific documentation of the need for a loan/hardship withdrawal as required by the IRS, the “Eligibility Certificate” is their assurance of your eligibility.

Questions concerning the Retirement Manager system or loan/hardship withdrawal policies and limits should be directed to the Benefits Office at (970) 491-6737.
